In the Senate, Jeff Sessions and secret Panamanian John McCain voiced their support for a review of the 14th Amendment as some Hispanic schoolchildren in the state McCain immigrated to are apparently afraid to attend class. Mike Bloomberg sought to temper fears about the forthcoming mosque and Islamic center near Ground Zero with an impassioned speech on religious pluralism. Out in La La Land Rush Limbaugh again raised the "question" of President Obama's place of origin.     REID POSTPONES DEBATE ON ENERGY BILL UNTIL AFTER RECESS - Despite stripping the bill of its signature provisions including a cap-and-trade system, the Senate still can't muster a vote before the month-long break. Lucia Graves: "Majority Leader Harry Reid announced Tuesday that the Senate will postpone the vote on energy and oil spill legislation until lawmakers return from the August recess. 'We tried jujitsu, we tried yoga, we tried everything we could to get Republicans to come along,' said Reid. Republican gripes include lifting the $75-million liability cap on oil companies, a provision that is also opposed by oil industry allies Sens.     BANK WATERS HELPED WAS A STRAIGHT-UP ZOMBIE - OneUnited, the bank that Maxine Waters is accused of assisting to the benefit of her stock-holding husband, was dead as all dead when it got a Treasury bailout, an analysis done Professor Linus Wilson shows. To be eligible for a bailout, banks needed at least a 5% tier one capital ratio. Wilson finds that OneUnited was sitting at -1% when Treasury swooped in with $12.1 million. It has missed five straight dividend payments; if it misses one more, Treasury can appoint two new directors to the board that Waters' husband once served on.     SESSIONS JOINS CALL FOR REVIEW OF 14TH AMENDMENT - The top ranking Republican on the Judiciary Committee today told reporters that "we definitely should look at" repealing the birthright citizenship contained in the 14th Amendment. What we have is a situation in which people fly here to have their children and then they automatically have dual citizenship...People do not believe that you should be able to break into America and then the baby becomes a citizen and then the whole family says, well, we can't go home, our child is a citizen...The Constitution is not as clear as it first appears...I continue to hear good Americans explain to me they think it makes no sense...I think hearings is a good way to do it. Let's have somebody draft an Amendment and see what it says. I think that it would be a good thing to have hearings on."

    John McCain agrees. Even though any real movement on modifying the Constitution is as dead as the Arizona senator is on the inside, the lawmaker formerly known as Maverick (and Panamanian-born) towed the line today. Then, after a week or two suddenly you find yourself waiting for another bouncing icon or a spinning ball. Is it a conspiracy? Is there a time-release poison-pill that activates after a week and screws up your memory chips? Nah, it is all you. Really. But dont panic. Here is a list of things that slow down your mac and some easy solutions and tips to speed it up. Oh, and some misconceptions at the end about speeding up Macs that might be useful if you think you know all about optimizing already. Clean up desktop If you are like me you use your desktop as the single most repository for files you dont know what to do with. Screenshots, documents, downloads, all that stuff. It turns out that every file you keep on your desktop is treated like a separate window. The more files you keep there the more effort your PC has to spend on managing that. The trick is to clean up every now and then. So how do you do that? First of all: create a folder called Desktop Archive and place it on your desktop. Every day at the end of the day file everything you can file and delete what you can delete and dump the rest in your Desktop Archive. There, You solved it. The other thing you can do is specify a download folder for Safari. Go to Settings->General and select a specific folder in Safari which is not your desktop. Quit Open Applications Mac OS X does a great job of managing your open applications. That doesnt mean you should just open all applications and expect everything to work just as fast as without any open applications. Memory if finite, applications perform background tasks and yes, sometimes applications quietly start deteriorating while you think they are just patiently waiting for you to return. Take a look at the applications you have launched and if you arent planning on using them within the next 4 hours do yourself a favor and close them. Prevent Applications from opening in the first place Go to System Preferences->Accounts->select your own user account->Login items. There you will find a list of all visible and hidden applications that launch when you start up your computer. Chances are you can safely remove half of them. If you are not sure type the name into Google and see what the community says about them. Bonus tip: while you are there you might as well add one or two applications you always want open. I added Mail and Safari because I just always need those...

    AXELROD: GOP WILL 'BLINK' ON BUSH TAX CUTS EXPIRATION - After speaking at a joint Politico/Google forum on the midterms during which he mostly berated Politico, senior POTUS advisor David Axelrod kindly took a moment to discuss GOP machinations to renew ALL of the Bush tax cuts: "Yeah. I think they will blink when their constituents tell them enough is enough, let's move on a tax cut for 98 percent of the American people, in fact 100 percent, everyone will get it up to $250,000 dollars," Axe said.     The House has been focusing on industrial policy the past few weeks in a last-minute bid to win back voters sick about the state of manufacturing, who connect the budget deficit and the national debt to the foreign trade imbalance with China and worry America's best days are behind it. Whether anybody noticed the House votes, the Senate apparently did, and is now pushing forward with its own industrial agenda. "I wish this election would be a simple referendum on this issue," Dick Durbin said on the floor today about a bill to punish companies who outsource jobs, no doubt speaking from the heart. "I'd like to take that question to the American voters...Who in the world believes that we should be rewarding corporations in our country for shipping jobs overseas?" The bill, on the floor late tomorrow morning, includes a payroll tax holiday for companies that bring jobs back from overseas, ends tax breaks for plants that shut down to go elsewhere, and blocks companies from deferring their tax bill year to year by keeping money out of the U.S. The Senate's holding a live quorum call tonight, starting around seven and possibly going until eleven tonight. Don't worry, the Nats game is getting rained out (JB guesses.)

    An exclusive excerpt from Steny Hoyer's speech tomorrow at the Conference on the Renaissance of American Manufacturing hosted by the National Press Club: "[T]his week the House will vote on three additional bills. One will make sure that the government buys American-made American flags. Another helps ensure that American workers are given every opportunity to earn certifications, degrees, and qualifications for the jobs American industry needs to fill. And the third addresses China's unfair currency policy and its harms to American workers. By deliberately keeping the value of its currency low, China is able to sell its goods in the United States at an artificially low price--which helps put American manufacturers out of business. The bill we vote on this week will help level the playing field for American businesses and workers."

The panel's actions sends the case to a trial on the allegations.
